[CodeGen] Add transactional MachineIR builder
Validate insertion cursors, operand ownership, descriptor constraints, ties, implicit registers, and memory operands before allocating or publishing an instruction. Share instruction legality checks with the verifier path and preserve deterministic insertion order.
