[CodeGen] Add machine metadata graphs
Model ordered function-local metadata tuples with explicit embedded-IR and MachineFunction reference scopes. Preserve slot zero, distinct nodes, forward references, and cyclic graphs while verifying function-local closure and cloning the graph deterministically.
